About Monaco

Sometimes known for being a “tax haven” because of its lack of income tax, Monaco is a sovereign city-state and microstate. Situated on the French Riviera in Western Europe, the Principality of Monaco borders France and the Mediterranean Sea. Monaco is the most densely populated country in the world because of its minimal land area-in fact, it’s also the second smallest country in the world!

Even though Monaco is independent when it comes to foreign policy, France is responsible for its military defense. Monaco uses the euro as currency and, as you may have guessed, has the official language of French. However, various other languages are spoken by its residents, including Italian, English and Monegasque. The country does not technically have a capital, but its largest quartier is Monte Carlo.

  • Certificate of Change of Residence (Attestation de non-Cession) – states customer has lived abroad for more than 12 months and has owned goods in shipment for more than 3 months (items may not be sold for a period of one year after customs clearance)

For customers seeking secondary residence in Monaco, the following documents are required:

  • Valid passport
  • Detailed inventory – including value of items, signature and date (duplicate necessary)

When you import goods into Monaco, your personal effects and household items may be duty-free if they are at least 3 months old and if you’ve lived outside of Monaco for at least 12 months. The same is true for customers seeking secondary residence in the country, as long as they are moving from a nation within the European Union. For non-EU countries, this used goods period is 6 months and the abroad residency period is 24 months. In addition, if you are planning to import a second shipment, you must declare this at the time of your first shipment’s arrival in Monaco.

As with most countries, Monaco restricts specific items and assesses duties on certain types of goods. Here is a short list of some types of items that are either limited in quantity or dutiable at the time of import:

  • Alcohol
  • Tobacco
  • Foodstuff
  • Medicine – requires authorization from the Ministry of Health
  • Firearms and ammunition – requires import permit from Directorate General of Customs
  • Raw materials
  • Antiques may require special license

In addition to restricting certain items, Monaco completely prohibits import of the following:

  • Live plants
  • Drugs and narcotics
  • Explosives
  • Pornographic materials

If you are moving to Monaco for your job, chances are that you’ll want to bring your car with you for transportation.

  • Motor vehicles may be imported duty-free if:
    • You are making Monaco your primary residence.
    • You have lived outside of Monaco for at least one year.
    • You have owned the automobile for at least 6 months.
  • Motor vehicles MUST be included in inventory, stating year, make, model, engine and registration numbers.
  • Cars may be imported in same container as household goods if possible, but it must be closest to doors.
  • The following documents are required to import an automobile into Monaco:
    • Original purchase invoice

Monaco allows you to import your pet, as long as you have an official Health Certificate and a Certificate of Vaccination from a licensed veterinarian in your origin country. The following types of pets are permitted with proper documentation:

  • Dogs
  • Cats
  • Birds

Though Monaco is a sovereign microstate, its duties and taxes are administered by the French government. This includes a value-added tax (VAT) of anywhere from 5% to 20%, as well as duties that range from 5% to 17%. Of course, these duties and taxes are not assessed to used household goods and personal effects that have been abroad for at least three months. Lastly, Monaco may not be part of the European Union, but it is part of the EU customs territory.

  • Application for Monaco residency permit should be done in person and you need to schedule the appointment for the necessary verification processes. There are lots of agencies in Monaco who can help you with this process.
  • However, if you are moving to Monaco from the USA for work purposes you will need to produce the work contract at the time of applying for the residency permit.
  • You will need to open a bank account otherwise, to show that you can financially support your stay in this country. a minimum initial deposit of € 500,000- € 1 million ( or more) will be required to open a bank account in Monaco. Once the bank account is open, upon request you will receive a letter from the bank to show as proof for applying for the residency permit.
  • You will also need the bank letter to rent or purchase a property in Monaco for your stay. This step also needs to be completed before you apply for the residency permit. The minimum duration for a Monaco residency permit is 12 months.
